Question: when viewing certain pages i click a link to get details and receive a blank page with a small icon in the upper left corner. sometimes its an X and other times the icon is red and blue shapes in a small box.
any help here

Answer: It sounds like the link you clicked on is to an image that your browser can't load. What you described is what you get when a gif or jpg files is referenced in a web page but is unable to be loaded. It could be your browser but it is more likely to be the web server and not any of your equipment.

Question: how can i limit downloading from net for certain pc ,my work is network administrator

Answer: I am assuming that your computer is XP. Let me know if it is not. If you are logging in as administrator then you cannot block the admin from installing stuff of the internet. You might be able to with a 3rd party application like fortress rel="nofollow"www.fortres.com/products/fortres_101.htm.
If your users are logging in as non admins then you can use group policy to limit things. This is a tricky approach but at least you don't have to buy anything. It might be worth it though to buy fortress because it is a world easy to work with
