Question: My DHCP server ( also the DC, DNS and WINS server ) only assigns IP address to one of my PCs in the domain. The other pc only gets an IP of 169.254.X.X with limited network capabilities. I have checked the network settings of all the client pcs are the same. I couldn't think of any thing wrong with the server setting otherwise that single pc won't work either.

DHCP server 192.168.1.8
DC server 192.168.1.8
DNS server 192.168.1.8
WINS server 192.168.1.8
default gateway 192.168.1.1

1) I don't have a subnet. I mean I have only 255.255.255.0. Yes, I have a router supplied by the ISP and it's at 192.168.1.1. But the router is between the internet and the hub then the server and clients are all connected to the hub.

2) I also tried turning off the windows firewall at the clients, but it still doesn't work.

3) It works fine with manual IP address.

4) The scope is 192.168.1.30 to 192.168.1.254

5) As far as I know, all the client settings are the same.

Answer: That's an interesting issue. Try setting up a dhcp server on something else. Borrow a linksys or netgear firewall just to see if the workstations will get an address from that. The other thing to look for is make sure the dhcp server is "authorized". In dhcp console right click the root of the hirearchy and look at the authorizations. Make sure the server is authorised.
