I read the thread and I can't think of why the shutdown tool wouldn't work. I don't like to leave my users stumped but I don't have many ideas either. I did search microsofts web site for shutdown.exe and I see there are a few hotfixes to solve specific shutdown problems. Try running windows update on the effected machine. It's a long shot but it's good to do anyway. Also does the command work if you run it from the machine you are trying to shutdown instead of from remote?

Maybe it's the nic driver. It's possible that the hardware is slightly different than the original machine. 3coms do that. Try the latest driver. I know it's a long shot but hey we've tried everything else.
